Information required to accomplish needs analysis in response to given deficiency is statement of problem presented in specific quantitative and qualitative terms and with enough detail to justify progressing to next step. Problem statement must reflect true customer requirements. Having defined the problem completely and thoroughly, a needs analysis should be performed with the objective of translating a broadly defined WANT into more specific system level requirement. The questions are as follows: What is required of the system in functional terms? What functions must the system perform? What are the primary functions? What are the secondary functions? What must be accomplished to alleviate the stated deficiency? When must this be accomplished? Where is it to be accomplished? How many times or at what frequency must this be accomplished?
There are basic questions of this nature, making it important to describe the customer requirements in a functional manner to avoid a premature commitment to a specific design concept or configuration. Unless form follows function, there is likely to be an un-necessary expenditure of valuable resources. The ultimate objective is to define the WHAT’s first, deferring the HOW’s until later.
Information necessary for accomplishing needs analysis is developed using the team approach process. Team approach is involving of customers, consumers, producers, suppliers as appropriate in order to identify the problem and define WHATs first. The objective of team approach process is to establish effective communication between all the parties involved in the team approach process. Among all parties involved in team approach process, customer’s voice must be heard to provide system developer an opportunity to respond in timely and appropriate manner.

The purpose of the feasibility analysis is to consider all the factors which are associated with the project and to determine whether the investment of resources and time will yield a desirable result.
At the early stage of the system life cycle that major decisions are made relative to adopting a specific design approach and related technology application. Accordingly, it is at this stage that the results of such design decisions can have great impact on the ultimate behavioral characteristics and life cycle cost of the system. Technology applications are evaluated and, in some instance where there is not enough information available; research may be initiated with the objective of developing new knowledge to enable other approaches.
