The following are the results from a short survey sent to community service providers in the Chicagoland area. In accordance with the Cook County Board President Toni Preckwinkle’s goal of reducing the total population of Cook County Jail and the Juvenile Temporary Detention Center in a manner that does not neglect public safety: various community service providers who serve the re-entering population in Cook County were surveyed regarding the barriers they face in serving their target populations. To achieve the goal President Toni Preckwinkle has set for Cook County: we must ensure that the service providers responsible for serving the re-entering population have the capacity to do so.

The mean for each barrier included in item four was also calculated. Figure 2 visualizes that data. Figure 2 shows that the two most frequently chosen barriers (i.e., we need additional staff and financial resources to improve or expand our services/programs; and we need to raise awareness about our organization and programs in the community we serve) also had the means that were the closest to one (M = 1.24 and M = 1.92 respectively.) From Figures 1 and 2: one can clearly surmise that the respondents view the two aforementioned barriers as their organizations’ most critical barriers.

On January 29, 2014, the Cook County Justice Advisory Council hosted a forum on titled “Breaking Down Barriers: A Forum on Re-Entry.” One of the questions included in the program evaluation for this forum was “What is the main barrier to your organization serving its target population?” The responses to that question are summarized in the following sentence. Our organization needs more sustainable funding for the acquisition of additional staff and resources. That perfectly aligns with data presented in Figures 1 and 2.
